The planned extension of the LA Metro Foothill Gold Line from Pomona to Montclair is facing financial and logistical challenges. Bids received earlier this year for the short San Bernardino County segment came in significantly over the budget (0.65 miles at $171 million), prompting the Construction Authority to cancel its initial procurement process.
Gold Line staff is now pursing an alternative delivery method – Construction Manager at Risk (CMAR) – in hopes that it will help reduce risk and control costs. SBCTA staff is currently conferring with CalSTA to confirm that use of this method complies with state law and does not jeopardize the use of state funding.
Given the rising cost estimates and limited available funding, the Board discussed what should be done with the remaining $77.2 million of the $80 million previously allocated funding, as part of a broader review of the regional transportation priorities. Staff will report back to the June Transit Committee with the funding commitment needed to continue to advance the project to the point of receiving a new bid in late 2026, and the status of our collaboration with the Gold Line staff.
