SBCTA Committees

SBCTA has policy committees and technical advisory committees to provide oversight and recommendations about specific program areas to the Board of Directors.

Policy committee meetings are open to the public. Interested parties are invited to attend. Please call (909) 884-8276 to confirm dates, times and locations of meetings.

Below is a brief overview of the policy committees:

General Policy Committee

This committee (formerly the Administrative and Plans & Programs Committees) makes recommendations to the Board of Directors and:

  • Provides general policy oversight that spans the multiple program responsibilities of the organization and maintains the comprehensive organization integrity.
  • Provides policy direction with respect to administrative issues, policies, budget, finance, audit, and personnel issues for the organization.
  • Serves as the policy review committee for any program area that lacks active policy committee oversight.

Meetings

Legislative Policy Committee

The Legislative Policy Committee (LPC) was established by the Board in order to expand the participation of Board members, while maintaining an effective and efficient response to the ever-changing legislative landscape. The LPC will have several key responsibilities. Among those are:

  • The committee is authorized to take positions on state and federal legislation, regulations, policies, and issues on behalf of the Board, that are consistent with SBCTA/SBCOG’s adopted legislative platform.
  • Provide direction and input on the development of the SBCTA/SBCOG state and federal legislative platforms.
  • Receive updates regarding proposed and pending legislation, regulations, and policies at the state and federal level from SBCTA staff and the agency’s state and federal advocates.

The SBCTA/SBCOG legislative platforms serve as the foundation for understanding the perspective of the Board on key issues that are anticipated to be considered during the course of each legislative session. Once formally adopted, the legislative platforms will guide staff’s analysis and recommendations on pending legislative and regulatory items during the legislative session.

Transit Committee

This committee provides policy guidance and recommendations to the SBCTA Board of Directors with respect to commuter rail and transit service in San Bernardino County.

Meetings

Metro Valley Board Study Session

This committee (previously the Major Projects committee) provides policy guidance and recommendations to the Board of Directors on issues related to the Measure I Major Projects in the valley region.

The Metro Valley Board Study Session meets at 9:30 a.m. on the second Thursday following the SBCTA Board meeting in the Board Room – 1st Floor Santa Fe Depot. See the agenda page for the latest committee meeting and agenda.

Mountain/ Desert Committee

This committee provides ongoing policy level oversight related to the full array of SBCTA responsibilities as they pertain specifically to the mountain/desert region.

The committee also meets in conjunction with the Mountain/Desert Measure I Committee as it carries out responsibilities for the Measure I Mountain/Desert Region Expenditure Plan.

City/County Manager Technical Advisory Committee

SBCTA’s City/County Manager’s Technical Advisory Committee was created along with the Joint Powers Authority that established SBCTA. 

The primary role of the committee is to provide a forum for the chief executives of SBCTA’s member agencies to become informed about and discuss issues facing the region.  It also provides a forum for the discussion of items of mutual concern and a way to cooperate regionally in addressing those concerns.

Meetings

This committee generally meets on the first Thursday of the month at 10 a.m. in the Santa Fe Depot in San Bernardino. See the agenda page for the latest committee meeting and agenda. 

Public and Specialized Transportation Advisory and Coordination Council

Public and Specialized Transportation Advisory and Coordination Council (PASTACC) is an advisory body to the San Bernardino County Transportation Authority addressing public transit and specialized transportation needs, issues and opportunities.”

The Public and Specialized Transportation Advisory and Coordination Council meets at 10 a.m. on the second Tuesday every other month in the Board Room – 1st Floor Santa Fe Depot. See the agenda page for the latest committee meeting and agenda.

Independent Taxpayer Oversight Committee (ITOC)

The Independent Taxpayer Oversight Committee (ITOC) provides citizen review to ensure that all Measure I funds are spent by the San Bernardino County Transportation Authority (hereby referred to as the Authority) in accordance with provision of the Expenditure Plan and Ordinance No. 04-01.
