SBCTA is piloting a Vehicle Miles Traveled (VMT) Mitigation Bank, funded through the SCAG REAP 2.0 grant, to offer a flexible and cost-effective way for developers and transportation project sponsors to meet VMT mitigation requirements. The bank enables the exchange of VMT reduction credits, which can be generated by individuals who reduce their commute-related driving through options like telecommuting, carpooling, biking, or taking transit. These credits, tracked via a smartphone app, can then be sold to development or roadway projects that need to offset VMT impacts under CEQA regulations. Proceeds from credit sales may be reinvested in additional VMT-reducing programs, including affordable housing initiatives through the San Bernardino Regional Housing Trust.
As the first regional program of its kind in the state, the VMT Mitigation Bank may offer a practical alternative to more expensive, project-specific mitigation strategies. By storing and distributing both VMT credits and associated funds, the bank seeks to streamline the mitigation process while supporting regional mobility and sustainability goals. SBCTA will serve as the administrator, overseeing credit transactions and funding distribution to ensure effective VMT reduction across local and regional efforts.
