SBCTA, in partnership with Caltrans and the cities of Highland and Redlands, is moving forward with the Highland/Redlands Regional Gap Connector Project, a key active transportation initiative designed to improve safety and connectivity for pedestrians and cyclists traveling between the two cities. The project will provide a new bicycle and pedestrian path linking Highland to Redlands, offering students at Citrus Valley High School a safe, direct route to campus. Once completed, the new connection will also tie into the future Santa Ana River Trail, giving residents access to a continuous path stretching all the way to the Pacific Ocean.
The cooperative project was divided into three segments: North, Gap, and South. Highland and Redlands have completed their respective segments, while SBCTA will lead the construction phase of the central Gap segment. Preconstruction activities are expected to begin in late 2025, with construction anticipated to start in mid-2026 and conclude by summer 2027. The project’s total estimated cost is $8.9 million, funded through a combination of Federal Carbon Reduction Program funds, Measure I Major Streets – Arterial Subprogram funds, and city contributions, with additional funding opportunities actively being pursued.
Through this collaborative effort, SBCTA and its partners are continuing to enhance regional mobility, promote sustainable transportation, and create safer routes for local students and residents alike.
