RFP for Express Lanes Tree Mitigation Project along I-15 Receives Approval

The San Bernardino County Transportation Authority (SBCTA) Board of Directors approved the release of Request for Proposals (RFP) for final design and construction support services for the Express Lanes Tree Mitigation Project along Interstate 15 (I-15).

The Express Lanes Tree Mitigation Project was established to replace trees removed during construction of the Interstate 10 (I-10) Express Lanes Corridor. Because tree replacement opportunities within the I-10 corridor were limited, the California Department of Transportation recommended use of the I-15 Express Lanes Corridor to accommodate additional tree planting and fulfill mitigation obligations.

SBCTA is implementing multiple Express Lanes projects throughout San Bernardino County, including completed, active, and upcoming construction phases along the I-10 and I-15 corridors. These projects enhance regional mobility while maintaining compliance with environmental requirements. The I-15 Corridor Freight and Express Lanes Project, currently under construction and anticipated to be completed in 2028, provides the location for the tree mitigation efforts approved by the Board.

Under the approved RFP, the selected consultant will provide final design and construction support services, including development of a landscape tree replacement concept, preparation of a supplemental project report, environmental revalidation, plans, specifications and estimates, utility coordination, and construction support. SBCTA anticipates presenting a contract award recommendation to the Board later this Spring, supporting timely project delivery and continued environmental stewardship.
