Board Advances Enhanced Frequency Rail Service Recommendation

The San Bernardino County Transportation Authority (SBCTA) Board of Directors received an update from the Enhanced Frequency Service Ad Hoc Committee and directed staff to advance development of a Pomona-North to Rancho Cucamonga Metrolink Shuttle Service, including preparation of a Project Study Report (PSR).

An Ad Hoc Committee composed of representatives from Montclair, Ontario, Rancho Cucamonga, Rialto, Highland, and Redlands evaluated options to increase service frequency along the San Bernardino Line. The Committee met in October 2025 to review service enhancements already implemented by Metrolink, including 30-minute bidirectional peak service between Los Angeles Union Station and Montclair, as well as future improvements anticipated through the Southern California Optimized Rail Expansion (SCORE) program, which is expected to enable 30-minute all-day service by 2028.

To further enhance service beyond these improvements, the Committee evaluated two primary options. The SBCTA staff recommended alternative is a dedicated shuttle service operating every 30 minutes between the Pomona-North and Rancho Cucamonga Metrolink stations. When combined with proposed Metrolink service, this shuttle would effectively provide 15-minute train frequency within that segment. The concept would use two trainsets, potentially Zero-Emission Multiple Units similar to those used in Metrolink’s Arrow service on the east end of the San Bernardino Line.

The Board-supported shuttle service option is estimated to cost approximately $150 million and would take about six years to complete, including design and construction. No right-of-way acquisitions are anticipated, and preliminary analysis suggests the project may qualify for streamlined environmental clearance under CEQA and NEPA, pending further evaluation. The next step, development of a Project Study Report, will refine the project scope, conceptual design, schedule, and cost assumptions, positioning SBCTA to advance enhanced rail service that improves regional connectivity while maintaining fiscal and operational flexibility.
