The San Bernardino County Transportation Authority (SBCTA) Board of Directors authorized execution of construction contract for the Interstate 10 Corridor Freight and Express Lanes Project – Contract 2A. The Board approved the contract to Sully-Miller Contracting Company, the lowest responsive and responsible bidder, for a not-to-exceed amount of approximately $309 million. The project will be funded through a combination of Measure I Valley Freeway Program funds and multiple state and federal transportation funding sources.
The contract followed a competitive procurement process that generated strong industry participation. An invitation for bids was released in September 2025 to more than 1,400 registered vendors, with three bids received in November 2025. After a thorough responsiveness and compliance review, Sully-Miller Contracting Company was determined to be fully compliant with all bid requirements and submitted the lowest bid. Following the Board’s approval, SBCTA will move forward with Contract 2A construction, a major milestone in advancing congestion relief, goods movement efficiency, and mobility along the Interstate 10 corridor.
