The San Bernardino County Transportation Authority (SBCTA) Board has approved a funding allocation under the Measure I Victor Valley Major Local Highway Program (MLHP) to support the City of Adelanto’s Seneca Road Pavement Rehabilitation Project. The Measure I Expenditure Plan, established through Ordinance No. 04-01 and guided by the Measure I 2010–2040 Strategic Plan, ensures that transportation revenues are invested in projects that enhance mobility and improve major corridors throughout the Victor Valley Subarea. Although the Strategic Plan, originally adopted in 2009 and updated in 2017, identifies long-range priorities with input from local jurisdictions, cities may request funding for emerging needs that meet program eligibility requirements.
Adelanto’s high-priority project focuses on improving a key stretch of Seneca Road between US 395 and Aster Road. The work will restore drivability and extend pavement life. The project is scheduled to begin the Plans, Specifications, and Estimates (PS&E) phase in January 2026, with construction anticipated to start in April 2026.
While the project was not included in the 2025 Update to the 10-Year Delivery Plan, the City has since elevated its priority and it will be incorporated into the next update. The estimated total project cost is $1,864,500. SBCTA staff confirmed that sufficient capacity exists within the Victor Valley MLHP to support the allocation without affecting other committed projects in the subarea.
