Board Extends Partnership to Support Seniors and Persons with Disabilities

October 14, 2025

The San Bernardino County Transportation Authority (SBCTA) Board of Directors voted to continue Omnitrans’ designation as the Consolidated Transportation Services Agency (CTSA) for the San Bernardino Valley Measure I Subarea through March 31, 2040. The action ensures that essential transportation programs for seniors and individuals with disabilities will continue to be funded and coordinated through the life of Measure I 2010–2040, the county’s half-cent sales tax dedicated to transportation improvements.

Since first being designated as the CTSA in 2015, Omnitrans has played a leading role in improving mobility and independence for residents who rely on specialized transportation services. Through Measure I funding, Omnitrans manages programs that provide individualized travel support, flexible ride options, and vital connections to community resources.

Among these programs are:

  • Travel Training, which helps seniors and individuals with disabilities learn to safely and confidently navigate the public transit system. More than 720 participants have completed the program, gaining greater independence while reducing the need for paratransit service.
  • The Transportation Reimbursement Escort Program, which allows participants to choose their own volunteer drivers and reimburses mileage for essential trips such as medical appointments, errands, and work. To date, 540 participants have completed more than 116,000 trips through this program.
  • The Uber and Taxi RIDE Program, which provides monthly matching funds to eligible seniors and individuals with disabilities for local taxi or Uber rides, offering flexibility for trips to work, grocery stores, or other personal destinations. This program has supported more than 1,500 participants and over 55,000 trips.

In addition to these services, Omnitrans administers the Measure I CTSA competitive grant program, which distributes funding to local cities and nonprofits supporting mobility for seniors and people with disabilities. Over the past five years, approximately $14.4 million has been awarded to community partners such as AgingNext, Highland Senior Center, City of Redlands, and others across the Valley.

By extending Omnitrans’ designation through 2040, SBCTA reaffirms its commitment to accessible transportation and community partnerships that make travel safer, easier, and more inclusive for residents throughout San Bernardino County.
