In the coming weeks, construction is set to begin along a seven-mile, high-traffic, critical stretch of US 395 in the Victor Valley. Early construction activities will include the removal of brush and debris from the sides of the highway to prepare the roadway for construction. The work is part of the second phase of the US 395 Freight Mobility and Safety Project.
Led by San Bernardino County Transportation Authority (SBCTA) and Caltrans, phase 2 of the project and will upgrade the US 395 two-lane segment between State Route 18 in Victorville and Interstate 15 in Hesperia and Oak Hills by adding a lane in each direction, raised medians, turning lanes, and wider shoulders.
Similar improvements were made to US 395 in 2021 as part of phase 1 of the project. Those improvements were made between Chamberlaine Way in Adelanto and State Route 18.
“The start of phase 2 of the US 395 Freight Mobility and Safety Project is another important step toward improving the movement of goods through our county while creating a safer corridor for area residents,” SBCTA Board President Rick Denison said. “This project is a great example of how Measure I dollars help fund critical transportation projects in the Victor Valley.”
US 395 is designated as a Priority Interregional Highway and a federal Critical Urban Freight Corridor. The highway sees roughly 30,000 vehicles daily, with 17 percent of those as freight trucks transporting goods. Nearby cities and towns of more than 330,000 residents support these improvements that will relieve major freight bottlenecksand improve safety for everyone traveling the highway.
A groundbreaking ceremony will be held Friday, February 20, at 11 a.m. at the Hesperia Park and Ride, 12071 Joshua St., Hesperia. The community is invited to attend and hear from SBCTA, Caltrans, and California Trucking Association leaders and elected officials.
The US 395 Freight Mobility and Safety Project Phase 2 will cost $41.85 million and is funded through federal, state, and local dollars, including $2.3 million from Measure I funds. Measure I is San Bernardino County’s half-cent sales tax dedicated to transportation improvements, first approved by voters in 1989 and extended in 2004. SBCTA administers the funds and ensures they are reinvested locally, and that each region benefits from the revenue.

Construction is expected to conclude in winter 2029. A third and final stage of the US 395 Freight Mobility and Safety Project is anticipated for a later date. That segment will bring similar improvements to US 395 between Chamberlaine Way and Desert Flower Street in Adelanto.
