Efforts to expand access to affordable housing across San Bernardino County are moving forward as the San Bernardino Council of Governments (SBCOG) continues work to implement the San Bernardino Regional Housing Trust (SBRHT). The Housing Trust is a new collaborative initiative designed to attract funding, encourage development, and strengthen the link between housing and transportation planning throughout the region.
Formally approved by the SBCOG Board in April 2023, the SBRHT is being established as a Joint Powers Authority (JPA) made up of cities and the County of San Bernardino, supported by a nonprofit partner. The Trust will serve as a regional platform to secure state and federal grants, private investments, and other resources to fund affordable housing development and preservation projects countywide.
So far, 19 jurisdictions have submitted letters of intent to participate, demonstrating strong regional commitment to addressing housing challenges collaboratively. The Trust’s early priorities include providing gap financing for new developments, land banking opportunities for cities, rehabilitation funding, and support for housing and services that address homelessness.

These projects mark the beginning of a broader regional strategy to increase the supply of affordable housing and improve equitable access to community resources. The JPA framework and governance structure are currently being finalized, with formal adoption and board establishment expected in early 2026.
By aligning housing investments with regional transportation and sustainability goals, the San Bernardino Regional Housing Trust represents a significant step toward ensuring that all residents—across every community in the county—have access to safe, stable, and affordable housing.
