The SBCTA Board has approved the use of prior year surplus funds to support additional Metrolink service during the upcoming World Cup events and received an update on the development of the Southern California Regional Rail Authority’s (SCRRA) Fiscal Year 2026/2027 budget. As one of Metrolink’s five member agencies, SBCTA plays a key role in shaping regional rail service and ensuring that San Bernardino County residents continue to have reliable, accessible transportation options.
During the meeting, Metrolink’s CEO Darren Kettle provided an overview of SCRRA’s evolving budget outlook, which continues to be challenged by post pandemic ridership trends, fluctuating revenue, and subsidy reductions from other member agencies. Updated forecasts show a projected systemwide budget gap of nearly $30 million for the coming fiscal year, driven by lower than expected fare revenue, reduced contributions from LA Metro and OCTA, and rising operational costs. To close this gap, SCRRA has presented multiple service reduction scenarios and is working closely with all member agencies, including SBCTA, to revise schedules in a way that preserves the most essential commute and connection patterns.
Despite these financial challenges, the Board took action to ensure that Metrolink can continue to support major regional events. SBCTA approved the use of $30,000 from its Fiscal Year 2024/2025 operations surplus to help fund additional Metrolink trains during the World Cup. Systemwide, this expanded service will add 48 trains over a 10 day period, helping fans reach Los Angeles Union Station for match days and fan zone events. SBCTA’s share reflects the agency’s ongoing commitment to providing convenient, sustainable travel options during periods of high demand.
The Board also reaffirmed SBCTA’s priorities as SCRRA works toward a final budget, including protecting weekday peak hour service on the San Bernardino Line, maintaining strong connections with Arrow, and avoiding service patterns that could create unnecessary delays for riders. While the regional budget process is still underway, including public review required under Title VI, SBCTA continues to advocate for service levels that meet the mobility needs of San Bernardino County residents and support long-term ridership growth.
As planning continues for both the World Cup and the longer-term Metrolink schedule, SBCTA remains focused on improving travel reliability, maintaining fiscal responsibility, and ensuring that rail service continues to play a vital role in connecting communities across Southern California.
