SBCTA Strengthens Leadership to Support Future Growth

The San Bernardino County Transportation Authority (SBCTA) is planning to add a second Deputy Executive Director to help manage the agency’s growing responsibilities. This change will support the delivery of important transportation projects, strengthen financial oversight, and help the agency move forward with a new sales tax measure. By adjusting the leadership structure, SBCTA is making sure its executive team can focus on both internal operations and outside partnerships, while also developing the next generation of leaders.

Currently, all departments report to one Deputy Executive Director. With a second Deputy, departments will be divided to make leadership more focused and effective. One Deputy will handle Strategic Partnerships, which includes vendor relations and any new sales tax measure. The other Deputy will oversee Operations and Project Delivery, including finance and capital project management.

The new structure will also give more attention to important support services like the Clerk of the Board and the Council of Governments (COG), which will now report directly to the Executive Director. The Chief of COG will also be reclassified as the Director of COG, showing how important this role has become in helping plan and manage regional programs.

Placing Procurement under the Strategic Partnerships Deputy shows how much SBCTA values its vendors. Procurement is a key part of building trust with outside partners and will now get the attention it deserves. This Deputy will also focus on important efforts like developing a new sales tax measure, building stronger connections with state and federal lawmakers, and expanding relationships with key stakeholders.

With these changes, SBCTA is building a leadership team that can guide the agency through its next big steps. This structure supports professional growth for staff, ensures clear leadership roles, and helps SBCTA stay focused on delivering better transportation options for the region. The leadership plan will be reviewed again in 2029 or if a new sales tax measure is approved.
