Back on November 6, 2024, the San Bernardino County Transportation Authority (SBCTA) Board of Directors approved a $500,000 funding allocation to the City of Upland to support the preparation of construction documents for a proposed mixed-use parking structure. The funding agreement with the City was approved at the May 2025 Board of Directors Meeting.
The structure is planned for the southeast corner of 1st Avenue and C Street, and the funds will come from the sales proceeds of surplus properties located along the north side of Stowell Street. This investment is intended to help defray the City’s upfront costs and move the project toward development.
The funding agreement outlines the terms of this support, including reimbursement based on actual eligible expenses, a project completion deadline of December 31, 2034, and provisions for integrating Metrolink reserved parking into the Upland Station agreement upon project completion.
While the City is still undergoing environmental review under CEQA and does not expect to submit invoices until early Fiscal Year 2025/2026, SBCTA has included the $500,000 in its proposed FY 2025/2026 budget to ensure timely availability of funds once the project advances.
