SBCTA’s Congestion Management Program (CMP) establishes the countywide framework for monitoring transportation system performance and addressing the impacts of growth on the regional roadway network. The CMP defines the system of state highways and principal arterials, applicable performance standards, and the policies and procedures used to evaluate transportation impacts and identify needed improvements.
A key component of the CMP is the Development Mitigation Program, which provides the technical basis for ensuring that new development contributes its fair share toward regional transportation improvements, including Measure I–funded projects. For jurisdictions in the San Bernardino Valley and Victor Valley areas, the Nexus Study, and subsequent Nexus Study Updates, identify eligible regional projects and associated cost estimates that may be used by member cities to inform their local Development Impact Fee (DIF) programs. These cost estimates support local determinations of appropriate mitigation rates and the amount to be collected to fund each jurisdiction’s proportional share of Measure I and other regional transportation improvements.
The CMP and its supporting technical materials are reviewed and updated on a regular basis, consistent with state requirements, with opportunities for input through SBCTA’s technical and policy review process. Updates and refinements may be made as needed to reflect changes in legislation, travel conditions, or adopted policies.
