Project Overview
The San Bernardino County Transportation Authority (SBCTA), the County of San Bernardino, City of Fontana, and City of Rialto are improving Cedar Avenue between Bloomington Avenue and Orange Street in the unincorporated community of Bloomington. As a major north-south arterial that experiences high levels of traffic congestion resulting in low levels of service, the project is designed to relieve congestion, enhance safety, and improve traffic operations. The project will:
- Widen Cedar Avenue from six lanes to 10 lanes
- Provide new bridge railings and sidewalks on Cedar Avenue
- Replace Cedar Avenue over the train tracks
- Add additional lanes at the on- and off-ramps
Cedar Avenue Bridge Reconstruction
The Cedar Avenue Bridge over the I-10 and the railroad tracks will be widened in two stages.
The first stage, crews will complete the east side of the bridge over the I-10 freeway. During this time, traffic will be shifted to the opposite side (east half) of the bridge to allow crews to safely reconstruct the sidewalk and concrete barrier on the west half of the structure. To accommodate this shift, one lane will remain reduced in each direction on Cedar Avenue between Orange Street and Valley Boulevard. Traffic delays should be expected during bridge reconstruction, please allow extra time to reach your destination and use caution when traveling through work zones. Alternate routes will include Slover Avenue or Valley Boulevard to Riverside Avenue to the east and Sierra Avenue to the west. Crews are also completing bridge reconstruction of Cedar Avenue over the railroad tracks.
Following the reconstruction of the east side of the bridge, traffic will shift to the newly constructed portion of the bridge to allow for reconstruction of the west side of the bridge.
Bridge Foundation Work
Construction continues at both ends of the future Cedar Avenue bridge over the UPRR. Crews are installing reinforcing steel, placing concrete, and constructing the bridge abutments and columns. This work is laying the foundation for the next major construction milestone: installation of the bridge girders.
During this phase of construction, residents and commuters may notice increased construction activity, additional construction trucks traveling through the area, construction noise, and lighting near the work zone. Work schedules may change based on field conditions.
Cedar Avenue Travel Delays During Peak Hours
As bridge work continues, traffic on the south side of the project remains shifted to the west side of Cedar Avenue. Drivers traveling north from Slover Avenue and exiting eastbound I-10 may experience delays, especially during peak commute hours.
The project team continues to evaluate signal timing to help traffic move through the area wile prioritizing public safety. Traffic exiting I-10 is given priority to prevent vehicles from backing up onto the freeway. This may mean longer travel times for drivers traveling north on Cedar Avenue. Please plan ahead and allow extra time.
As construction progresses, there will be more opportunities to adjust traffic lanes and improve traffic flow. Crews expect to install the girders for the first half of the bridge before Thanksgiving, marking a major milestone toward completing the first half of the bridge next year.

Final Initial Study with Mitigated Negative Declaration/Environmental Assessment with Finding of No Significant Impact There are no closures scheduled for the week of October 25. All work will take place in protected work zones behind concrete barriers, also known as K-rail. At times, this work may be loud or cause dust and vibration. Traffic delays are expected. Motorists are encouraged to plan ahead, allow extra time to reach their destination, or use alternate routes when possible.
Construction will generally occur Monday through Friday during daytime hours (6:30 a.m. to 3:00 p.m.) and Sunday through Thursday during nighttime hours (8:00 p.m. to 5:00 a.m.).
All construction is dynamic, weather-permitting, and subject to change. Visit the project Google Map for the most up-to-date closure information and available detour routes.
UPCOMING CEDAR AVENUE CLOSURES FOR BRIDGE GIRDER INSTALLATION
WHAT’S HAPPENING: Crews are preparing to install large beams, called bridge girders, that will support the deck of the future Cedar Avenue bridge over the Union Pacific Railroad. To safely complete this work, temporary overnight closures of Cedar Avenue between Valley Boulevard and Slover Avenue, as well as the eastbound and westbound I-10 on- and off-ramps at Cedar Avenue, will be required.
WHEN: Girder installation and associated closures are anticipated to take place overnight on the following dates, beginning Sunday afternoon and continuing into Monday morning:
- Sunday, November 1, 2026, from 5:00 p.m. to 5:00 a.m.
- Sunday, November 8, 2026, from 5:00 p.m. to 5:00 a.m.
- Sunday, November 15, 2026, from 5:00 p.m. to 5:00 a.m.
WHAT TO EXPECT: Girder installation will require large construction equipment and trucks to transport, lift, and position the bridge girders. Residents and commuters may notice increased construction activity, additional construction trucks traveling through the area, construction noise, and lighting near the work zone. Please follow posted detour signs and allow extra time when traveling through the area. Work schedules may change based on field conditions.
