One critical element that contributed to the successful passage of Measure I in November 2004 was the inclusion of the creation of an Independent Taxpayer Oversight Committee (ITOC). The ITOC provides to ensure that all Measure I funds are spent by the agency in accordance with provision of the Expenditure Plan and Ordinance approved by San Bernardino County Voters.
The ITOC is comprised of five members with particular experience and expertise that would aid the committee in reviewing the implementation of the Measure I expenditure plan and SBCTA’s compliance with the Measure I ordinance.
These members are selected from applicants from the general public and appointed by the SBCTA Board of Directors. At their January meeting, the SBCTA Board approved the reappointment of ITOC member Gerry Newcombe. Mr. Newcombe’s term expired on December 31, 2020 and his new term now expires on December 31, 2024. The IOTC has one vacancy on the committee and is accepting applications from San Bernardino County residents with the following qualifications: A professional in the field of municipal audit, finance and/or budgeting with a minimum of five years in a relevant and senior decision-making position in the public or private sector.
