The West Valley Connector (WVC) project will be a 100% zero-emission Bus Rapid Transit (BRT) system, the first stage of the San Bernardino County zero-emission Bus Initiative and second BRT route in San Bernardino County.
Phase I of the project is 19 miles and will upgrade a portion of existing Route 61 which runs along Holt Boulevard, adding approximately 3.5 miles as center running, dedicated bus-only lanes. There will be 21 stations in Phase I that will provide an improved transit connection to Ontario International Airport (ONT) and help build transit connectivity by linking ONT, two Metrolink lines (San Bernardino and Riverside) and multiple major activity centers along the route including Ontario Mills and Victoria Gardens. Headways will be 10 minutes in the peak commute period and 15 minutes off-peak, providing a high level of service to the community.

Traffic Pattern Change on Holt Boulevard Between Benson Avenue and Corona Avenue
A new traffic pattern is being implemented along Holt Boulevard as part of the West Valley Connector project and a permanent barrier is being installed along the center median at various locations. Drivers traveling in the same direction as their destination can still make right turns into driveways and side streets and left turns at signalized intersections. However, left turns into driveways and side streets between intersections will no longer be permitted. Drivers will use designated U-turn locations to access destinations from the opposite side of the street. This will remain the final roadway configuration upon project completion to support the future center-running bus rapid transit lanes.

There is no cost for businesses to participate. Benefits to local businesses include the following: social media and email marketing, and business/coupon promotions on the West Valley Connector Project website. For a business to be eligible, their physical address must fall within ¼-mile of the project corridor. In the first phase of this program, only impacted businesses along the project route in the City of Ontario are eligible for participation. Once construction of the new BRT stations begins later in 2024, businesses in the corridor cities of Pomona, Montclair, and Rancho Cucamonga will also be eligible for participation at no cost. SBCTA reserves the right to change, amend, extend, cancel or discontinue the program at any time, with no advance notice.
